In this paper, SWOT analysis and fuzzy Analytic Hierarchy Process (FAHP) have been employed to structure determine the importance of all identified alternatives for developing strategic management in a local district heating plant Serbia. Weaknesses are as drivers technological slowdown plant. The outcome prioritization highlights solving challenges regarding weaknesses by relying on variety opportunities that emerge environment. potential restoring equipment is found be most important alternative development.
